The training was once offered at the Virginia Arboretum. Will it be offered there again?

Do you mean the State Arboretum at Blandy Experimental Farm? If so, that is our Shenandoah Chapter. They typically hold annual trainings in the spring at that location. They just finished a course in May. If they continue with the same schedule in 2018, then you can expect applications to be due in February for a course that starts in March.
